We have been asked to pass along this information to all PACs providing scholarships and bursaries to students from gaming money:

PAC’s cannot donate to a conduit, nor can they provide PAC’s funds to a 3rd party such as a school district.  However, under section 3.3 of the community gaming grant guidelines,  PAC may use funds for scholarships but must pay directly to the student.

You can pay a student directly, but the school district cannot accept money from gaming funds to pass along to a student.
