2. Adoption of Agenda and February 3, 2014 Minutes-

Adopted by unanimous consent.

3. PAC Networking – Introductions
• Heather Park- Safety committee. Space blankets were purchased. Went to good use during fire alarm in -30 weather, especially for those students wearing gym strip.
• College Heights elementary – anti-bullying day, carnival, vice principal allocated to Foothills.
• Nusdeh Yoh- Parking lot garage sale May 24th, June outdoor movie night, Bone game, language club
• PGSS- Semester change, talent show
• Kelly Road- semester change
• DP Todd- Focus on athletics. Sitting students down in front of computers for programing, not enough students for honors program, Jr. Band concert tonight, Jazz Band concert next Tues.
• Duchess park- Parent info night for grade 7 students from feeder schools
• Buckhorn- Have safety blankets as well. Would like to request that the school purchase the bottled water used for sports day early in the year, to have on hand for emergencies.

• Nukko Lake – Olympic festival put on by teachers (parents unaware) PAC usually holds a winter festival for the students.
• Quinson- Principal returned after one month absence
• Spruceland – Nothing to report

4. Guest Presentation – Flavored Tobacco products, Canadian Cancer Society – Power point presentation and flavored tobacco products passed around. Petition circulated.

5. Partner Group Presentations
(a) DSAC Report- (Graeme MacKenzie (KRSS) and Shelby Miller (DPSS)) – Not in attendance.
(b) CUPE Report – (Karen Wong) – Things going well. Collective agreement expires in June. 2014 bargaining committee is formed. Trying to maintain labor peace. Positive moves. Going to Vancouver in April to start things early. Cold weather -please encourage children to go inside or EA’s have to be out in cold weather to supervise.
(c) PGDTA Report – (Tina Cousins) – Handed out info to parents. Strike vote this week. Part of unionized employees position is strike voting. Looking for fairness. Not planning immediate school closures. Provincial issue. Trying to work with School District 57.
(d) PGPVPA Report – (Faith Mackay) March – Leadership standards for Principals and Vice-Principals in BC self assessment tool. Handout provided during meeting. Document is on-line and available for the public.
(e) PEA Report – Holly Kavanaugh/David Ki – School psychologists. Individual service to students. Short workers/recruitment, service pre-school to Grade 12.
(f) Superintendent Report – (Brian Pepper)- Not in attendance.
(g) Trustee Report – (Betty Bekkering)- Spoke to her report. , LGBTQ policy passed, Camp Trapping visit, DP Todd Family meeting, UNBC high achievers,

a) Executive Board Report (Sarah Holland) – Spoke to her report. Attached in March agenda package.
b) Treasurers Report (Gillian Burnett) – Spoke to her report. Attached in March agenda package.
c) BCCPAC Report- Darlene Campbell – Resolutions out next week. May 2, 2014 elections (half of the positions are available).

7. PAC and Parent Assistance
a) Grant requests – No new requests. Malaspina will contact Gillian with receipts for their event. Approx $66.00
b) PAC Cafe – April 12, 2014, 11am-2pm at Coast Inn of the North. Registration on website.
c) Fall Conference Committee meeting- March 12, 2014, 7pm 5425 Meadowlark Road
d) Serving our remote members – idea for bringing PAC’s in from outlying communities
MOTION: Jacqui Dockray. 2nd by Gillian Burnett. Invite PAC members from outlying communities of SD 57 to attend a DPAC meeting. Two representatives per school from each community will be allotted travel and accommodations as per policy. All in favor. Motion CARRIED.

8. Advising School District
a) Education Services report (Steve Shannon ) – Spoke to report. Report posted on DPAC website Youth Survey from City. On PG City website.
b) Education Programs and Planning Committee Report (Darlene Campbell) – Unable to make the meeting. Report available on the school district website.
c) Policy and Governance report (Sarah Holland) – Spoke to report attached in March agenda package
d) Expanded Committee of the Whole ( Gillian Burnett & Sarah Holland)- Spoke to report. In March Agenda pkg.
e) Ad hoc Technology committee – MOTION: Darlene Campbell. 2nd Chris Finke. Nominate Steve Shannon to represent DPAC on Ad hoc Technoloy Committee. All in favor. MOTION CARRIED.
f) Suggestions for School Board Report (Sarah Holland) – please email Sarah with ideas. Students will be on Spring Break during Pink shirt day -please ask school district to celebrate it on another day. PAC Cafe info to school trustees.
9. Other Business
a) Nominating committee -MOTION: Sarah Holland. 2nd Darlene Campbell. Nominate Chris Finke and Jacqui Dockray for the nominating committee. All in favor. MOTION CARRIED.
b) Resolution Workshop scheduling – Sunday, April 6, 2014, 11am (lunch included).
c) Media talking points- DPAC hoping for fair and negotiated settlement
d) Spring Fling- 10th Annual North Central Zone Educational Conference, April 4, 2014. Free for PAC and DPAC members. Open to parents. Registration on line.
e) BC Student Voice Conference, March 12, 2014
f) BCCPAC Conference – May 29 to June 2, 2014 in Richmond -attendees, possible date change for June DPAC mtg. Please submit in writing if interested in attending. MOTION: Darlene Campbell. 2nd Chris Finke. Move June DPAC meeting from June 2, 2014 to June 9, 2014. MOTION CARRIED.

  • Heather Park- Explorations prgm began (Crime Scene Science, Story Telling)
  • Hart Highlands- Asked Nukko Lake if the PAC Chair is having a meeting for the family of schools
  • Nusdeh Yoh-  Art project is passed – Totem pole wood will be used for art. Grant of approx $60,000.00
  • Nukko Lake- School bus safety, Christmas cookies (mixed groups of students to make the cookies)
  • Ecole Lac Des Bois – raffle a Christmas tree and everything underneath it. Lots of prizes (family related) $2.00 a ticket

 

                                                           

 

4.           Partner Group Presentations

(a)    DSAC Report- (Graeme MacKenzie (KRSS) and Shelby Miller (DPSS)) – Not in attendance.

(b)   CUPE Report –  (Karen Wong) Good news. Framework agreement. Votes next Thursday for PG, and Friday for outer lying areas. Minute to minute counting of staffing. Stressful for staffing.

(c)    PGDTA Report – (Tina Cousins, Richard Giroday) Spoke to report. October was a busy month. Training with teachers and teachers on call (boundaries with teachers, students and parents and collective agreement). Class composition issues (class size not an issue in PG, however, increase in students needs in the classroom is an issue).  At bargaining table with the govt. Think positive. Discussion about boundaries with parents and social media. Discussion about ratio between decrease in class size and increase in special needs.

(d)   PGPVPA Report – (Faith MacKay) Spoke to report.  Posted on DPAC website. Reports Highglen Montessori, Ron Brent, Ecole College Heights, Kelly Road, Spruceland, PGSS, Malaspina, and Heather Park.

(e)   PEA Report – (Marcia Waller) –  Speech and Language Pathologists, Psychologists, Aboriginal Social Workers, Occupational Therapists, Special Education Tech Consultants. Understaffed  right now in the district, with Psychologists and OT. Lots of activities in the schools, identifying students with learning difficulties. Nicole will be the liaison, but will send different workers from the various areas to attend the DPAC mtgs.

(f)     Superintendent Report – (Brian Pepper)- Spoke to his report. Policy 5119, LGBTQ update,  Halloween thanks to parents, Aboriginal Education Symposium, Applied Science Technologists and Technicians of BC, Strategic Planning Process.

(g)   Trustee Report – (Kate Cooke)- Spoke to her report. Management and Finance, Policy and Governance Committee. Discussion about Motions brought forward by School Trustees.

aa)  BCCPAC Conference  November 15-17-expressions of interest. Email DPAC Chair or Exec if interested. Will                 send Chris Finke if he is able to attend and Dennis Fudge. Still one ticket available.

a)  Budget and Grants – 2013/2014 – Nus Deh Yoh would like to send their PAC treasurer to the BCCPAC Fall                 Conference in Kelowna $338 in funds will be provided from DPAC. All in favor.                                                                                                                                                        b)  Fall Conference  – October 19, 2013 – Discussion of Budget, meals, venues, keynote speaker unable to fly in –                 presented through WebX. Getting info about DPAC out to parents. Perhaps workshop in October for new PAC                 parents and another conference for all parents in Jan/Feb. Preference for Civic center.                                                                                                                                                                  c)  Food Safe workshop – Scheduled November 9, 2013 – Registration spots still available. Sarah will email the                 Principals of the schools to remind them that spots are still available                                                                                                                             d)  Survey to PACs- in November Agenda pkg. Please look over and provide comments to DPAC Chair, Sarah.

Media, scenarios, parents come to Board meetings to               speak about it, bring speakers to explain the effects on families (psychologists and social workers). Interest in             committee – Michelle Yon, Gillian Burnett, Darlene Campbell.                                                                                                               c) Request for presentations – Steve Fleck to present on the Exploration Program. • Spruceland- PAC mtg had a presentation about Radon in homes. Discussion about counselor position.
• Nusdeh Yoh- discussion of PAC member turnout.
• Nukko Lake- Safety around traffic and school buses. Silent auction. Discussion about getting new people out

4. Partner Group Presentations
(a) DSAC Report- Two new DSAC reps announced today through email to DPAC Chair. Graeme MacKenzie (KRSS) and Shelby Miller (DPSS).
(b) CUPE Report – (Karen Wong) Regrets.
(c) PGDTA Report – (Tina Cousins) Spoke to report. World teacher day on the 5th. Plan to meet at Hummus Boy to celebrate teachers and the job they do. Finishing up at Supreme Court. Bill 22 was the remedy. Not in agreement with it. Court will finalize in November. Class size and composition is still a topic of concern.
(d) PGPVPA Report – (Faith MacKay) Spoke to report . Nusdeh Yoh: Leadership Academy and Hockey prgm started up, preparing hides to to scrape. PGSS: Parent teacher night, Early dismissal, Open House, Polar performing Arts, Project based learning. CHSS: Anti-bullying and harassment training. Blackburn: Parking Lot Party. Giscome: Preparing for 2 modular classrooms.
(e) PEA Report – (Nicole Haines) – Not in attendance.
(f) Superintendent Report – (Brian Pepper)- Spoke to his report. World Teacher’s day. Enrollment. Learning Improvement Fund. BC Education plan. Erase Bullying. Transformation.
(g) Trustee Report – (Kate Cooke)- Spoke to her report. Public Board meeting: Management and Finance. Education services Committee . Policy and Governance Committee.

b) Treasurers Report (Gillian Burnett) – Attached in October agenda package. Discussion of change for recuperating travel subsidies and paying out per diems.
c) BCCPAC Report- Darlene Campbell. Spoke to her report. Info on November Conference and speakers. Anti- bullying full day session. Printer delay for planners and publications. Report on DPAC website.
d) Election- vacant Executive position. Election- Michelle Yon from Hart Highlands volunteered for Director position. All in agreement. Michelle Yon – new DPAC Director.

6. PAC and Parent Assistance
a) Budget and Grants – 2013/2014 MOTION: (Gillian Burnett Treasurer) Accept DPAC 2013/14 Budget as circulated. 2nd by Duchess Park (Darlene Campbell). All in agreement. Motion Carried. b) Fall Conference- October 19, 2013. Keynote speaker Kerri Isham. Another speaker for BC Education and graduation requirements coming. Info on DPAC website.
c) Food Safe workshop – Scheduled November 9, 2013 at Van Bien Training Center 8:30am-5pm. DPAC will pay $600 for the course. It will be $20 per person. Max 20.

Kelly Road – Info. Night for Northern Learning Centre February 7th

 

Hart Highlands – fundraising and expecting 2 full K classes (capped).

Vanway – supporting administration for a new library commons.  Some money going towards projector – fundraising.

Heritage – full school, trying to figure out what to do for fundraising – more parents participating is a problem. – K registration capped.

Nukko Lake – will be receiving more children, so not to be closed which is good.

Buckhorn – is there a chance for another Foodsafe course?

Pineview – year going smoothly.  Lots of room.

Lac des Bois – carnival, pancake breakfast, decorating T-shirts, etc.  Sports activities.

DP Todd – number of retirements, course planning for next year, building timetable, student satisfaction survey going out Feb 14th.  Learning commons being set up.  Ministry audit on DP Todd enrolment – lost 3 FTE`s during that process.

Quinson – online registration a problem because no computers at home.  Suggested that parents go to computers at school.  Discussion on registration and Policy 5119 and how to register in person.  Has the secretaries’ job description changed?

Nusdeh Yoh – nothing to report.

College Heights – swing set to be put in place in summer – district to pay for installation.  Lots of other activities going on – Legomania, ski trips, skating, spring concert and others.

PGSS – Spirit Day success – students were very impressed – played pool, bowling, random acts of kindness at Pine Centre Mall (opening doors etc.).

Heather Park – raffle will go ahead (hockey draw), FI Parent info. Night, cross-country skiing, downhill skiing, snowshoeing.  Trip to QC for G6 & 7 students for next year – deposits due in spring.

DP – football to Oregon for a skills camp with NFL – 7 days.  Band off to china.

(a)    DSAC Report –  not present

(b)   CUPE Report –  see Bargaining Bulletin.  Feb 12th Lorraine to Vancouver to see what next step will be.  Feb 14th next meeting.  Hands are tied due to funding limitations.  President and reps to decide what to do next.  Q concerning K registration – online registration how to if you don`t have a computer.  Secretaries have done it traditionally, but now that it is online, are they to assist everyone?  A real problem.

(c)   PGDTA Report –  K registration a big issue at their meeting. Understand that EA`s are deployed to help out, but they should be in class.  Perhaps could hire some CUPE office staff to help out.  What about school org if kids are not registered because people hold off and show up on Sept 5th.  I Love Public Education – new initiative.  99 days until voting day.  See Charter for Public Education.  Wristbands and buttons.  BCPSEA came to an agreement regarding framework for bargaining – will be a facilitator, will start bargaining sooner, also will put out common numbers.  Shift in relationships about local issues.  Can now bargain some local issues at the local level.  Positive move forwards in relationship with BCPSEA.  10 year plan is flawed – ignores court rulings.  Want right to bargain class size and composition.  Teacher`s salaries has been left out of plan.  Teachers have rejected this deal.  Happy to come and talk to PAC`s.

(d)  PGPVPA Report –  semester 2 started – looking into programming for next year end of February.  Dry Grads organizing.  UNBC Achievers – any Grade 12 student with all A`s get to go to UNBC for a day, registration fee waived ($60) and get one course for free if attend UNBC.

(e)   PEA Report –  help kids transitioning into K.  After K registration can assign case managers if necessary – needs based and after consultation.  Can provide support if child needs.  Transitioning service to about 100 or so students.  If early intervention services have been accessed, then this helps with transitioning.  Collaborative problem solving model – different from pre-school screening.  Info. Attached.  They tend to attend Welcome to K days to be available for questions from parents.

5.            Committee Reports

a)  Executive Board Report (Sarah Holland) –   see attached

b)  Treasurers Report (Gillian Burnett) – see attached – review of bank statements over last year done.  This is an example of best practices for PAC’s – just check out the books, conduct a self-audit.

 

6.            PAC and Parent Assistance

a) PAC Cafe Committee – February 16th – not a lot of people registered at the moment – expect more as date draws near.  Doesn’t have to be Chairs and Vice-Chairs – others can

b) PAC planner  – need to meet.

c) Grants – Edgewood request – much discussion.

 

Motion:  We move to approve the Edgewood grant application for Speaker grant and Family of Schools grant and recommend they speak with Duchess Park about sharing their speaker.

College Heights, Seconded by Nusdeh Yoh.  Spruceland and PGSS opposed – notes preference for one of the grants to be okayed rather than both.

Motion:  To approve anti-bullying grant proposed by Edgewood.

Kelly Road, Seconded by Buckhorn.

All opposed.  Not within the parental purview of DPAC.

 

7.            Advising School District

a) Education Services report (Steve Shannon) –   see attached

b) EPPC Committee  Report (Darlene Campbell) –  3 new coursed have been approved.

c) Policy and Governance report (Sarah Holland) –  very first meeting we were able to attend – see attached.

d) Calendar committee report (Darlene Campbell & Maureen)  – lack of public consultation – said it was 30 days.  Concerns for working poor.  Break in February 2015 too long between break and end of year.  Could they introduce another little break?  Will consider – dependent on CUPE and other groups requirements. – minutes attached.  To be approved at February Board meeting.

e) Suggestions for Board Meeting (Sarah Holland)  – concerns re: K registration, capacities.  Concerns about snow piling around schools – are there bylaws to ensure kids can be seen and snow cannot be piled around schools? Ask Mr. Pepper at our next meeting.

8.            Other Business

(a) Gift certificate – Direct Art – resolution – Don indicated that he did not need nor want any art and would rather it went to other uses like supporting students in the schools.  Suggestion that it could be passed on as a prize for competition in district.  Give to Don`s PAC.  Could use as a door prize at the PAC Cafe.

Motion: that the Direct Art gift certificate be used as a door prize at the PAC Cafe.  Nusdeh Yoh, seconded by Spruceland.  Passed unanimously.

(b) DPAC AGM scheduling and election of Nominating Committee –  keep it in May.

(c)  BCCPAC Conference, May 3-5th, 2013.

Motion:  To change the May DPAC meeting to the second Monday in May.  Nusdeh Yoh, seconded by PGSS.  Motion passes.

(d)  Request to present in March – Kids Helping Kids, Action Schools.  Unanimous consent – 15 min. Presentation limitation.

(f)  Invitation from PGDTA to attend Spring Fling – email Kim Rutherford directly – see website.
